All foreigners and their dependants entering Hong Kong for employment, business, education or training purposes require a visa. The only exceptions are those born in Hong Kong or those holding a Hong Kong permanent identity card, HKSAR or BNO passport. To work in Hong Kong, it is necessary for an employer/sponsor to apply for a work visa for the applicant. This application is reviewed by the Immigration Department for its validity before a work visa is issued. Immigration requires proof of local unavailability of skills before issuing work visas to foreigners. With effect from June 2003, spouses holding a dependant visa cannot pursue employment unless an independent sponsor is found. In general, it is best to apply for a work visa prior to arrival in the HKSAR. In 1980, the Hong Kong Government passed legislation requiring all Hong Kong residents to carry a Hong Kong identity card. Everyone intending to remain in Hong Kong for a period of more than 180 days must apply to the Immigration Department for a Hong Kong identity card within 30 days of arrival in Hong Kong. Visitors are not permitted to work in Hong Kong nor are they permitted to change their status after arrival in Hong Kong. The length of time of the tourist visa depends on the nationality of the visitor and varies from eight days to ninety days. Visitor’s visas may be obtained on arrival at the airport.
